New Roads and Street Works for Operatives and Supervisors (NRSW)

The Aim of the Course:
The New Roads and Street Works Act 1991 (NRSWA) requires that each set of street works has at least one operative with a prescribed Street Works qualification on site while works are taking place. It also requires that in most cases, the works are supervised by a person with a prescribed Street Works supervisor qualification

Course Summary
Candidates will participate in theory lessons, practical assessments and an online exam for each of the following units.

 

Units for Operatives are;

  • Unit 1: Location and avoidance of underground apparatus.
  • Unit 2: Signing, Lighting and Guarding
  • Unit 3: Excavation in the highway.
  • Unit 4: Reinstatement and compaction of backfill materials.
  • Unit 5: Reinstatement of sub-base and road base in non-bituminous materials.
  • Unit 6: Reinstatement in cold-lay bituminous materials.
  • Unit 7: Reinstatement in hot-lay bituminous materials.
  • Unit 9: Reinstatement of modular surfaces and concrete footways.

 

Units for Supervisors are:

  • Unit 1: Location and avoidance of underground apparatus.
  • Unit 10: Monitoring signing, lighting and guarding.
  • Unit 11: Monitoring excavation in the highway. 
  • Unit 12: Monitoring reinstatement and compaction of backfill materials.
  • Unit 13: Monitoring reinstatement of sub-base and base in non-bituminous materials.
  • Unit 14: Monitoring reinstatement in bituminous materials.
  • Unit 16: Reinstatement of modular surfaces and concrete footways.

 

Depending on the work being undertaken, candidates may be required to complete a combination of units for a certificate of competence to be issued. The most common unit combinations are listed below.

 

Operative Unit Combinations:

  • Excavation in the highway (requires Units 1, 2 and 3).
  • Excavation, backfilling and reinstatement of construction layers with a cold-lay bituminous surface (requires Units 1, 2, 3, 4, 5 and 6).
  • Reinstatement of construction layers in hot-lay and cold-lay bituminous materials (requires Units 1, 2, 6 and 7).
  • Reinstatement of modular surface and concrete footways (requires Units 1, 2 and 9)

 

Supervisor Unit Combinations:

  • Monitoring excavation in the highway (requires Units 1, 10 and 11).
  • Monitoring excavation, backfilling and reinstatement of construction layers with bituminous materials (requires Units 1, 10, 11, 12, 13 and 14).
  • Monitoring reinstatement of construction layers in bituminous materials (require Unit 1, 10 and 14).
  • Monitoring reinstatement of modular surfaces and concrete footways (requires Units 1, 10 and 16).

 

Certification
Scottish Qualification Authority Certification


Refresher Period
Street Works certificates last for five years, after which they must be renewed. Please note that there is no grace period, therefore it must be renewed before the expiry date.

 

Refresher testing can be carried out over 2 days. Training can be provided before testing, which would take an additional 2 days.
